Activist of the Agudat Israel. Famous Gerer Rebe Abraham Mordehaj Alter was his grandfather (on the mother's side). In 1924 he was elected to the Warsaw Municipal Council. In 1929 he was a part of the World Presidium of the Agudat Israel. In 1940 he reached Palestine. In 1949 he joined the Knesset. In 1949 and 1952 he was the minister of Welfare. In 1954 he was elected the chairman of the executive committee and the chairman of the World executive body of the Agudat Israel.
