Head of the German financial administration in Warsaw. Austrian citizen, lived in Poland for many years before the war (in Lvov, then in Warsaw), occupied managerial posts in Polish banking. After the Anschluss, he automatically became a citizen of the Third Reich. On the outbreak of the war, in the morning of 1 September, as a citizen of the Third Reich, he was immediately interned by the Polish authorities. In May 1940, he was transferred to the Financial Administration of the General Government in Cracow, his post was taken by doctor Fribolin. On 10 December 1939, Czerniakow writes: 'I went to see Laschtoviczka. The Judenrat is to receive about 250,000 zloty(...).' On 19 December 1939 - 'In the morning, at 8, Laschtoviczka. On 13 March 1940 - 'Laschtoviczka about furniture [confiscation of furniture in Jewish houses], sent me to Becher and went to him in person.' On 30 March 1940 - 'I went to Laschtoviczka. On 6 April 1940 - "Went to Laschtoviczka. Consents to the loan for the Judenrat's building in Jagiellonska Street.' On 13 April 1940 - 'Laschtoviczka about the walls. The Emigration Fund is supposed to stay in the SS. We will pay for the walls.' On 26 April 1940 - 'Laschtoviczka announces: [7 items concerning the organisation of the Judenrat].'
