Niemogąc się porozumieć z warszawską społecznością przenosi się do Łodzi gdzie zakłada dobrze prosprosperującą praktykę prawną. Jednakże mimo to popada w kłopoty finansowe, co jakgłosi plotka. odbiło się niekożystnie na jego osobowości.Składa podania o pracę w S.P zostaje przyjęty jednak dopiero za 6 razem dzięki poparciu Wróblewskiego. Zastępca Fleischmana w rezerwie S.P. Zostaje mianowany szefem Departamentu Służby i Szkolenia.Zostaje szefem I Departamentu- co jest odsunięciem go od rozgrywek urzędniczych a nie awansem jak się wcześniej wydawało.

Nominalnie zastępca Fleishmana faktycznie kierownik Rezerwy, objął nadzór nad organizowaniem i szkoleniem oddziałów. Po kilku miesiącach został szefem I działu. Redagował rozkazy K.S.P.
