Warsaw District Governor of the General Government; Nazi Party (NSDAP) member from 1926, from 1931 he worked in the Legal Office of the Nazi Party (NSDAP), where he met Hans Frank; on 26 October 1939, he was appointed the Head of the Warsaw District (Governor title, confirmed in 1943). The lawsuit against him took place in the Supreme National Tribunal in Warsaw from 17 December 1946 to February 1947. On 3 March 1947, he was sentenced to death, the judgement was satisfied. Only some fragments of the reports concerning the ghetto were indexed to make it possible to identify where Fischer writes about the ghetto.
