Administrative manager of the Jewish Association to Help Poor Jewish Mothers. In November 1939, after leaving the army, he retook his managerial post in the Association. He had almost unlimited power. Lived with his daughter in the Association's building (Ceglana Street No. 17/Walicow Street No. 8) since 20 October 1941 after losing their flat. He ran private courses of sanitary training in the building (since December 1941), didn't pay for the rent of the rooms used for this purpose. Probably ran a number of illegal businesses under the cover of official activity.
